.................................................................................................................................................Book DescriptionA theoretical abstraction on the determination of pay of governmentemployees and empirical studies of influence of service association indetermining pay of government employees along with certain case studiesis dealt with in this book. The existence of strong trade unions in theprivate as well as public sectors has played a major role in fixing thewages. But the income policies have had a major impact on determinationof pay in the Public Sector. In spite of this, the public serviceunions have become militant enough in their dislike of income policies.The studies on state income and the financial implications of payrevision aspects in the state of Kerala are dealt with in thisbook. Though the various service associations exert influence in thedetermination of pay is quite difficult. However, if there is an upwardchange in the pay and allowances from what is proposed by the payrevision committee, it may be viewed as the result of theinfluence of the unions on the government. It is a fact that theunions also expert pressure for the increase of allowance, fixationbenefits, promotional avenues etc of the employees. But thequantification on the benefits accrued by the influence of unions is difficult. Even then the union impact on pay is calculated based onthe changes in the minimum basic pay in each scale of pay, This bookalso provides comparative and analytical studies of pay scales inCentral Government and four southern states. Among the four southernstates the state of Tamil Nadu is following central pattern of payrevision since 1999. Other three states have their own pay revisionpattern. Central Government revises the pay scales of its employeesevery 10 years and the first pay revision was in the year 1946 as afollow –up from the British system of pay revision. The States of AndraPradesh and Kerala implement pay revision of their employees in everyfive years and the current pay revision commissions in these state areninth ones as per the information obtained from these states. He has taken his M.A. Degree is Economics with specialisation in Labour Economics and Manpower Planning from the University of Kerala during 1986, Post Graduate Diploma in Personnel Management (PGDPM) from National Institute of Personnel Management (PGDPM) from National Institute of Personnel Management (NIPM), Calcutta during 1988, LLB with specialisation in Labour laws from Government Law College, Thiruvananthapuram in 1989, M.Com (Management) from the University of Kerala during 1991, and Master of Labour Management (MLM) from Madurai Kamaraj University in 2001. His Ph.D was in Economics from the University of Kerala in 2000 on the topic “Union Movement and Determination of Pay of Government Employees”. He was awarded Post-Doctoral Fellowship of Cochin University of Science & Technology to do advanced research in the topic “Pay Determination of Government Employees” in the Department of Applied Economics, CUSAT during 2001-02. He was also awarded Fellowship of Indian Council of Social Science Research (ICSSR) in the topic “Social Security initiatives in Kerala” to work in the department of Applied Economics, CUSAT during 2005-07. His current research work is specially related to the area of Engineering Labour Market. He was involved in preparation of the methodology for “Mapping of Technically Skilled Manpower in Kerala” by Prof. (Dr.) K. Ramachandran Nair, for the Kerala Institute of Labour and Employment, Thiruvanthapuram.Dr. Sabu Thomas has worked as Consultant of 8th pay Revision Commission, Government of Kerala during 2005-06. He has considerable experience in administration and has done extensive research in the area of Labour Economics. He has published more than 20 articles in various journals and books.
