He was earlier based in Geneva, Switzerland where he did much of his e-commerce policy research. He has been a strategy consultant/expert with several UN and international bodies such as UNCTAD, ILO, WHO, International Trade Centre and South Centre, Geneva and the Commonwealth Secretariat, London. Besides serving in the Indian Government departments of Transport, Industry and Commerce and handling e-government initiatives, he gained 'hands on' experience in the area of e-commerce and e-governance, having been Managing Director of two Information Technology state enterprises. Besides a doctorate in the policy and administration of e-commerce, Dr Singh also has to his credit two books and several monographs, research papers and reports in the area of e-commerce and e-trade..............................................................................................................................
